Malaysia’s Pivot to Premium: YB Steven Sim Backs SAMENTA’s Circular Economy Push for SMEs

The global economic landscape is no longer a predictable journey. At the recent official launch of the ASEAN Circular Economy Certification (CEC)—an initiative spearheaded by the Small and Medium Enterprises Association of Malaysia (SAMENTA) and powered by the Global Reporting Initiative (GRI), in strategic partnership with Wezmart and the Asia School of Business—Entrepreneur Development and Cooperatives Minister YB Steven Sim Chee Keong delivered a compelling macro-analysis of Malaysia’s new economic reality.

The landmark event, which drew prominent coverage from major news outlets like Bernama, The Edge, and The Star, was heavily attended by SAMENTA’s top leadership. Joining National President Datuk William Ng were key figures driving the association’s vision, including Calvin Kwan (Deputy National President & Northern Region Chairman), Edwin Ng (Central Region Chairman & Vice President), Christopher Ng (Chairman of Digitalisation), Dr. John Loh (National Chairman for Sustainability & Circular Economy), and National Deputy Director for Digitization & AI and Northern Region Digitization Director Henry Tye.

Addressing this gathering of industry leaders, policymakers, and SME owners, YB Steven Sim outlined an urgent message: Malaysian businesses must stop competing on low prices and instead confidently position themselves as a premium, ESG-compliant, and safe destination in the global market.

From Cheap to Safe: The New Premium for Malaysian SMEs

As highlighted in the Bernama coverage, the Minister emphasized that Malaysia’s economic narrative has evolved drastically. Cost-based competitiveness is a thing of the past; safety, stability, and sustainability are the new currencies.

“Overnight, Malaysia has been transformed from a cheap destination to a safe destination. A safe destination is a premium. You cannot put a price on safety,” YB Steven Sim stated at the launch.

He noted that Malaysia is now globally recognized as a secure hub for data centers, trade, technology services, and storage. This monumental shift empowers Malaysian SMEs to compete on higher standards, particularly in Environmental, Social, and Governance (ESG) compliance and green business practices.

Navigating the Complexities of Global Trade

To illustrate the urgency of this pivot, the Minister offered a clear perspective on the evolution of global trade. He likened the economic landscape of the 1990s to a straightforward “one-directional highway,” and the Cold War era to a predictable “two-directional highway.” Today’s multipolar world, however, operates as a highly complex intersection like traffic in one of our roundabouts, bustling with diverse global players navigating overlapping interests and shifting alliances.

In this dynamic environment, Malaysia faces a “two-in-one” crisis: a Gulf War-style energy shock with skyrocketing subsidy burdens, and a Cold War-style economic decoupling that fractures supply chains. Yet, because of Malaysia’s geopolitical neutrality, political stability, and strategic geographic position, the nation holds a unique premium advantage that SMEs must capitalize on.

SAMENTA Leading the Charge: The Regional Impact of the CEC

True progress must be self-driven by the industry, and SAMENTA has proactively stepped up. As highlighted by The Edge, the CEC is the first certification of its kind in the region, offering a structured, internationally aligned framework developed with support from GRI to help SMEs minimize waste and improve resource efficiency.

SAMENTA National President Datuk William Ng stressed that the initiative directly builds on efforts under the 13th Malaysia Plan, which emphasizes scaling MSMEs and adopting ESG practices. He outlined the stark reality facing business owners today:

“We are now in a global energy crisis that is driving up costs and straining supply chains. But today, circularity is no longer optional but a strategic economic imperative.”

The financial stakes are massive. Ng noted that the global circular economy is projected to reach US$578 billion by the end of 2026 and could unlock up to US$4.5 trillion in economic output by 2030. For SMEs, adopting these principles reduces reliance on finite resources, lowers energy intensity, and acts as a shield against volatile commodity prices.

Furthermore, the CEC is designed to future-proof businesses against looming regulatory shifts. Ng warned:

“The CEC is also a vital tool for our SMEs to navigate the upcoming extended producer responsibility (EPR) regulations. These regulations will hold producers accountable for the entire lifecycle of their products.”

SAMENTA has laid out an ambitious roadmap: the association aims to bring 15,000 SMEs into the circular economy over the next three years, an effort projected to generate more than RM3 billion in additional revenue and cost savings. Beyond Malaysia, the program will be expanded across the region through the ASEAN SME Caucus, aiming to harmonize sustainability standards for an estimated 70 million SMEs in Southeast Asia.

Government Backing and Unprecedented Green Financing

Driving the “Pivot to Premium”: Datuk William Ng and YB Steven Sim at the launch of the ASEAN Circular Economy Certification, where they outlined a roadmap to position Malaysian SMEs as global leaders in sustainability and ESG compliance. 

Recognizing the immense value of SAMENTA’s vision, YB Steven Sim announced that the Ministry is ready to collaborate deeply to accelerate ESG adoption. SME Corp Malaysia has been officially instructed to work closely with SAMENTA, exploring the integration of a “dual-badging” framework for ESG certification alongside the CEC to streamline compliance.

To ensure this transition is financially viable, the launch formalized a critical Memorandum of Understanding (MOU) between SAMENTA and key financial institutions: Malaysian Industrial Development Finance Bhd (MIDF) and Credit Guarantee Corporation Malaysia Bhd (CGC).

Detailing the impact of this MOU, Datuk William Ng stated:

“We are formalising a memorandum of understanding today… to ensure that certified SMEs have the necessary access to green financing and subsidised interest rate from as low as four per cent to fuel their green transition.”

The event proudly celebrated its early adopters, with 20 SMEs receiving the pioneer CEC certification, setting a powerful new benchmark for sustainable business practices in Malaysia.

With the proactive, visionary leadership of SAMENTA and the robust, tangible backing of the government, Malaysian SMEs are no longer just navigating the global roundabout—they are paving a new, premium road toward sustainable economic dominance.

Bridging the Digital Divide: SAMENTA Launches Hyperlokal 50 SME AI Fest

While SAMENTA is championing sustainability on one front, it is equally committed to aggressive digital transformation on another. Building on the massive success of the SME AI Fest 2025, the association is now rolling out the SAMENTA Hyperlokal 50 SME AI Fest—a nationwide movement designed to bring practical, business-ready AI directly to SMEs across Malaysia.

Spearheaded by SAMENTA’s digitalization leadership, this ambitious initiative expands into 50 cities and towns. Driven by the theme, “Empowering SMEs, One Town at a Time,” the campaign has a clear mission: to move beyond mere AI awareness and ensure that businesses in secondary cities and industrial hubs are not left behind in the digital revolution.

Through hands-on workshops, real-world case studies, and expert panels, SME owners will learn how to leverage AI tools to slash operational costs, enhance customer engagement, generate better leads, and scale efficiently in an increasingly competitive digital economy.
