Service messages go from free to paid — here’s how to keep your WhatsApp costs under control.
KUALA LUMPUR, Sept 8, 2026 — Meta has confirmed the single biggest WhatsApp Business Platform (WABA) pricing change of the year: starting October 1, 2026, businesses will no longer get free-form replies inside the 24-hour customer service window for free.
For almost two years — since November 1, 2024 — a business could reply to a customer’s WhatsApp message as many times as needed inside the 24-hour window, and every one of those replies was free. From 1 October 2026, service messages will be charged on a per-message basis, at the same rate Meta applies to utility and authentication messages in each market.
What Actually Changes on October 1
Two message categories that were free are switching to paid. One important note first: the 24-hour window itself is not going away — what ends is its free status, and there is a monthly free allowance.

The 1,000 free messages that still protect you
Meta confirmed by email to account admins on 5 September 2026 that every business phone number gets 1,000 free service messages per calendar month. Charges begin only from the 1,001st service message delivered. The allowance resets each month and does not roll over. For most SMEs running support on a single number, that buffer will absorb typical monthly volumes.

What Still Stays Free After October 1
The change is significant, but it is not the end of free WhatsApp messaging. These stay free of Meta delivery charges:
- Messages customers send you — inbound messages have never been billed and still aren’t.
- The 72-hour free entry-point window — conversations started from Click-to-WhatsApp ads or Facebook/Instagram Page CTAs keep a 72-hour free window, including eligible templates.
- The first 1,000 service messages per month, per number — the new allowance.
- The WhatsApp Business App — the free phone app is not affected; only the WhatsApp Business Platform (API) and its providers follow the new pricing.

Service messages will be billed at each market’s Utility / Authentication rate. For Malaysia, the 2026 rate card in Ringgit:

Worked example: an e-commerce business sending 5,000 service replies a month on one number pays for roughly 4,000 of them after the free allowance — about RM 226 / month in new Meta charges. Meta has published the 1 October rate cards, including service rates, on its WhatsApp Business Platform pricing documentation; the final service rate is expected to match the utility rate in each market.

- Support-heavy businesses — clinics, e-commerce, logistics, property and any business running a live or chatbot support flow inside the window.
- Chatbot / AI automation users — every automated reply now carries a per-message cost above the allowance.
- High-volume numbers — service messages get no volume discount tier (unlike utility / auth templates), so per-message cost stays flat even at scale.
How to Prepare Before October 1
- Add a payment method by 30 September 2026. Without one on file, Meta will stop delivering service messages once they become chargeable on 1 October.
- Map your service-message volume. Pull how many free-window replies your team or bot sends per month, per number, so the new line item is not a surprise.
- Consolidate conversations. Resolve requests in fewer, complete replies; use buttons, lists and WhatsApp Flows to collect everything in one exchange.
- Use the 72-hour free ad window. Drive conversations through Click-to-WhatsApp ads or Page CTAs to keep the first 72 hours free.
- Move predictable updates to utility templates. Order status and appointment reminders are cheaper as templates and keep volume-tier eligibility.
- Audit your chatbot flows to cut unnecessary messages before the new rates hit.
